Monsoon Session 2026 Likely to Consider Five New Bills and Two Pending Legislations

The upcoming Monsoon Session of Parliament, expected to commence in the last week of July, is likely to focus on an extensive legislative agenda, with five new bills and two pending bills expected to be taken up for consideration and passage, according to sources familiar with the proposed schedule.

The government is also expected to brief political parties on the legislative agenda during the customary all-party meeting ahead of the session.

Constitution Amendment Bills Not Yet on Tentative Agenda

According to sources, the tentative legislative agenda does not currently include any Constitution Amendment Bills.

There has been speculation regarding proposed constitutional amendments relating to delimitation and the Women’s Reservation framework. However, sources indicate that the government may proceed with such measures only after assessing the availability of the required two-thirds majority in Parliament.

Separately, there has also been discussion about possible Constitution Amendment Bills concerning the ‘One Nation, One Election’ proposal and provisions relating to elected representatives facing imprisonment. These proposals have not been included in the tentative agenda announced so far.

Pending Bills Expected to Return

Foreign Contribution (Regulation) Amendment Bill, 2026

One of the key pending legislations is the Foreign Contribution (Regulation) Amendment Bill, 2026, which was introduced in the Lok Sabha on March 25, 2026.

The proposed amendments seek to strengthen transparency and oversight in the regulation of foreign contributions received by individuals and organisations in India.

The bill is expected to be taken up for discussion and passage during the Monsoon Session.

Viksit Bharat Education Establishment Bill, 2025

The Viksit Bharat Education Establishment Bill, 2025, introduced in December 2025, was referred to a Joint Committee of Parliament for detailed examination.

Further consideration of the bill is expected after the committee submits its report during the upcoming session.

New Bills Likely to Be Introduced

Among the proposed new legislations, two bills are expected to replace ordinances promulgated earlier.

Income Tax (Amendment) Bill, 2026

The proposed Income Tax (Amendment) Bill, 2026 will replace an earlier ordinance.

According to the government, the legislation aims to strengthen India’s sovereign debt market, improve market liquidity, attract global capital flows, and support financial stability amid global geopolitical uncertainties, volatile crude oil prices, and supply chain disruptions.

Supreme Court (Number of Judges) Amendment Bill, 2026

This bill seeks to increase the sanctioned strength of Supreme Court judges from 33 to 37, excluding the Chief Justice of India.

The proposed expansion is intended to help reduce the backlog of pending cases and improve the timely disposal of matters before the country’s highest court.

Registration of Births and Deaths (Amendment) Bill, 2026

The bill proposes amendments to Section 13(3) of the Registration of Births and Deaths Act, 1969.

The objective is to introduce stricter and more streamlined procedures for the delayed registration of births and deaths.

Prevention of Insults to National Honour (Amendment) Bill, 2026

The proposed legislation seeks to amend the Prevention of Insults to National Honour Act, 1971.

It aims to strengthen legal provisions concerning acts that disrespect national symbols or undermine national honour.

MSME Development (Amendment) Bill, 2026

The Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026 seeks to promote ease of doing business and trust-based regulation within the MSME sector.

The proposed amendments are expected to strengthen mechanisms for addressing delayed payments to MSMEs while providing greater implementation powers to state governments.

Supplementary Demands for Grants

Apart from legislative business, the government is also expected to present the Demands for Supplementary Grants for parliamentary discussion and approval.

Members of Parliament will debate and vote on the additional expenditure proposals as part of the government’s financial business during the session.

Session Expected to Be Legislatively Significant

The Monsoon Session is expected to feature discussions on economic reforms, judicial administration, education, governance, and regulatory changes affecting multiple sectors.

While the tentative legislative agenda provides an indication of the government’s priorities, the final List of Business will be released before the session begins and may be revised based on parliamentary requirements.
